Keys symbolic for authority and also for teachings, as in knowledge. Since Peter did not remain the authority figure (read Acts) I believe teaching is the better definition. Christ is saying to Peter He will give Peter the teachings/knowledge of heaven (first) because He was the first to know that Jesus was the Christ.
No historical or contextual documentation of Peter ever having been in Rome.

The site of Saint Peter’s Basilica in Rome is reported to hold the bones of Peter. The burial site was excavated and found to be a mass grave with many skeletal remains. There is not any conclusive proof that Peter was buried at the site other than tradition, but in the city of Jerusalem, there is a first-century ossuary with the inscription Shim’on Bar Yonah. Peter’s home base was Jerusalem.
Could this be the burial site of Peter the Apostle to the Jews?
Peter in Rome is a Catholic tradition. I would say it is more folklore to justify an
unproven belief system.

Read Peter’s Epistles and you see that he never proclaimed to be the leader of Messiah’s Church.
